fix TrackingGeometry reordering bugs in serial athena
Typo in the MuonAlignmentCondAlg when manually reordering algorithms.
Additional check for flags.Detector.GeometryMuon to make sure Muons are configured to run.
Should fix the the crashes in ATLASRECTS-6572
