Remove obsolete tools and convert to LVL1ConfigSvc

Remove obsolete tools and convert all remaining classes in TrigT1CaloUtils and TrigT1CaloTools away from LVL1ConfigSvc. Needs to be merged after !46023 (merged) (since the L1Calo run-1 monitoring was a client of various obsolete tools). Part of ATR-21865
