HGTD cluster maker tools

Alexander Leopold requested to merge atlas-hgtd/athena:hgtd_cluster_maker_tools_21.9 into 21.9

This MR contains the tools used to convert the HGTD RawData into PrepRawData objects. Currently no actual clustering is performed, but instead per pad a single HGTD_Cluster is created. This is done since the expected crosstalk between adjacent pads is expected to be negligible.
