New muon topo algos

Follow-up of !46162 (merged)

• removal of MU0 (not needed)
• addition of new L1Topo algorithms with charge requirements (ATR-21566,ATR-19638,ATR-19639)
• removal of L1Topo LFV emu items with DETA and DPHI independent cuts (ATR-23394)
• LATE muon chains (ATR-24123)
• LVF e+mu chains with INVM+DR cut (ATR-23394, ATR-17640)
• addition of test chain for TLA di-muon CMS-like (ATR-21566)

Other L1 fixes:

• removal of old CTP ID maps (@stelzer)

TODO next:

• add TLA muon implementation and change output stream for ATR-21566
• move validated chains to physics
• some fixes in the new HLT chains to be added
