Draft: configure digi and reco chain for HGTD

Now that I think all the code to run HGTD in 21.9 is in the repo, I would like to start the discussion on a (proper) configuration of the recently added tools and algorithms. I have been working with post-includes mainly for local tests, so there is space for improvements :)

I will also use this MR to correct bugs that I wasn't able to identify before.
