TriggerMenuMT: delete legacy L1 XML menu code

Delete the legacy L1 XML menu code. This essentially deletes all files in LVL1MenuConfig except a few that need to be relocated in a separate MR. Also disable the L1 XML menu generation during the build.

Relates to ATR-21862.
