Systematics aware selection in Overlap Removal and Event Scale Factor algorithms

Systematics aware selection in Overlap Removal and Event Scale Factor algorithms. Instead of making view containers one could write systematically varied OR decision (or event-level scale factor) that can be then used downstream or written out to the output.

Can get improved when we have systematics aware selection handles, but it's a good first step.

Hi @lgagnon,

In 21.2 two separate CI jobs run, please make sure that both succeed before marking anything as approved. In this case the problem is that @tadej used a C++17 feature that's not supported in AthDerivation.
