Revise ACTS binning for ITk tracking geometry

Previously I had set the binning for the ITk Strip barrel and endcaps to 1x1, to work around an issue in ACTS that is since fixed, and to quickly get the geometry to work with the split strip modules. This MR improves this by determining a higher number of bins, thereby reducing surface lookup time a bit.
