update L1Calo ROI size for taus (ATR-23454)

This MR summarizes the changes discussed in ATR-23454 about L1Calo ROI size for taus and updated ROI size in TauCaloROIupdater:

  • set the L1Calo ROI size for taus to be half width = 0.4 (both for current L1 e Phase-1 TauCaloROI)
  • shrink the ROI size in the TauCaloROIUpdater to be half width = 0.1

-> as consequence almost all tau trigger chains will change reference count
