Prepare egamma new reco config

This MR is to start the migration of egamma to the new recon config style. It also fixes https://its.cern.ch/jira/browse/ATLASRECTS-6641. The reference numbers for the RecoSteering test have been update since egamma is run till the end now.

The new config still needs tuning (GSF, etc...)
