Implement features requested in ATR-24229

Draft for now. To do:

test thoroughly in all combinations
add unit test for CLI parsing
integrate the new parsing with the custom TrigInDetValidation parsing on top in a way that doesn't break any TIDV feature
add more arguments if requested
update TrigValSteering README
document in Trigger Developer Guide
add option --input-info to list all possible inputs from TrigValInputs.json
