TrigT2CaloCommon+LArRawUtils+LArRecUtils: Removing use of LArRoI_Map.

Replace the LArRoI_Map tool with the LArRoIMap conditions object.

Moving towards removing LArCablingLegacyService.

This merge request affects 3 packages:

I think this should be the last change needed to TrigT2CaloCommon to remove dependencies on the legacy cabling tools.
