Activating ambiguity resolution cut for photon ID selection

This update removes a new kind of ambiguous photons (AmbiguityTool::ambiguousNoInnermost) introduced in rel22. It will align photon selection will rel21.2.

If the photon's ambiguity type is ambiguousNoInnermost, the flag corresponding to bit 23 of isEM bitmask is set on (means fail!). To call the menu with the ambiguity resolution one has to use egammaPID.PhotonTightAR.
