COOL/CORAL Fixes, master branch (2021.10.28.)

Made the tdaq-common dependent projects set tdaq-common up in their PreConfig.cmake scripts. This way making sure that COOL and CORAL would be available to WorkDir projects (or any other types of projects) building packages against an installed release. Without WorkDir having to do hacks to make it happen.

This is to address ATLINFR-4302. Note that once this goes in, and a new set of nightlies is built, we should undo !47682 (merged).

Sorry for not thinking about this in !45438 (merged). Since these changes should've been made already in that MR...

The clang-12 build doesn't work, it looks related to TDAQ-COMMON but maybe this was already the case.

Please ignore the brand new clang12 build - the setup of the build is not correct - it's unrelated to this MR.
