Cleanup of HGTD reco postinclude and enabling output

Alexander Leopold requested to merge atlas-hgtd/athena:hgtd_recoconfig_21p9 into 21.9

Polishing up postInclude.HGTD_TrkExt.py and configuring the decorations.

So far, decorations are still not written to the normal ESD stream. Things work when creating a second ESD stream, but that won't be the desired behaviour.

Hoping for some ideas from @nstyles @ncalace @tadej
