L1 full menu with SPARE items (ATR-23263)

Full Topo1 menu with spare multiplicity items in order to build the topo1 FW both for commissioning and production menus.

In this MR:

  • basic configuration of gJ and gLJ thresholds. Configuration to be completed in separate MR
  • removal of "algId" associated to legacy and phase1 topo algorithms (ATR-23173)
  • fixes to get Trigger/TrigConfiguration/TrigConfIO/utils/TestTriggerMenuAccess.cxx to run again
  • addition of SPARE thresholds used to create the needed instances of multiplicity algorithms in topo1 for the full menu, but not used by CTP outputs. The Et cut of these thresholds is set to the overflow so that they are disabled (eg no event can pass)
