Port HGTD RDO TP conversion to master

David Richard Shope requested to merge atlas-hgtd/athena:HGTD-RDO-converters into master

This MR builds upon !47635 (merged), porting now the HGTD RDO TP conversion from 21.9 into master. The developments were originally introduced to 21.9 in !46045 (merged) and !46085 (merged).
