TrigConfigSvc: do not auto-generate L1 menu in FILE mode

Rely on the explicitly generated L1 menu (from runHLT_standalone) instead of re-creating it when setting up the LVL1ConfigSvc. With that we no longer need to cache the menu generation and can simplify the code.
