Change ActsTrackingGeometrySvcCfg default detectors [ATLASRECTS-6648]

As described in https://its.cern.ch/jira/browse/ATLASRECTS-6648, the ACTS tracking geometry service will construct the TRT and Calorimeter if they are turned on in the global detector config flags.

As TRT and Calo are not fully ready yet, this MR changes the service to not automatically turn them on for the ACTS tracking geometry even if the global flags indicate they are built.

This can be overriden by manually changing the BuildSubdetectors property on the service, for example for testing, which I do for ActsExtrapolationAlg.py.
