Add ProductionStep.Digitization for CA-based configuration

In the CA-based configuration, we need a way of distinguishing between Digitization and Reconstruction jobs when BunchCrssingCondAlgConfig is being configured (see !47833 (merged)). Adding this change as a separate merge request to check for any unexpected consequences.
