Fix for Overlay jobs running on samples with specialConfiguration metadata. Overlay will now behave like digitization jobs within the specialConfiguration preIncludes. This should mostly fix ATLASSIM-5503, modulo the issue with the RHadrons preInclude accessing MC15JobOptions which still use python 2 syntax.
