Various improvements to get egamma running in MC for Run 4, namely:

disable LArFebErrorSummaryMakerCfg for MC
make TrackParticleCreatorTool autodetect if it has tools/services (also decided to touch muons a bit)
do not try to read LAr bad FEBs for Run 4
make sure LArHVCondAlg is also configured for MC
delete unused and incorrect LArHVDBConfig
