WIP Introduce an interface module for the trigger calorimeter code.

The changes to the jet code consist of modifications to certain import statements. Instead of importing from a number of different trigger calo modules, it now imports from a single module: TrigCaloInterface

Future merge requests will deal with other trigger calorimeter clients, the most important of which are MET, tau, and Egamma.
