Add check that HLT phase1/legacy groups are correctly assigned and improved checks for L1 items (ATR-24573)

  • Addition of checks at L1 to make sure legacy thresholds are not mixed with phase1 thresholds in the same L1 item
  • Addition of checks at HLT for the physics menu to make sure that
    • legacy and phase1 thresholds are not mixed among the L1 item and the HLT seeds
    • legacy and phase1 groups are properly set
