Fix ISF ACTS tool setup missing calo volume builder tool [ATLASSIM-5493]

After a recent MR, the ActsTrackingGeometrySvc will not auto-configure the CaloVolumeBuilderTool anymore. This MR adds a few lines of configuration to manually set up the service and attach the tool for the ISF_ActsTools.

@jchapman, as mentioned in the ticket, this gets me past the error in test_MC16_ATLFASTIIF_Acts_ttbar.sh when running it locally. Does this seem like a viable fix?
