Change from currently used seedConstraint = True setting to the Acts default

By default, the default AMVF setting (True) was used for the AMVF vertex. The default ACTS setting is False, so we change to be consistent with the ACTS value

This will change the counts very slightly and this is the nth time I have had to create this merge request because of conflicts in the reference file. Since the referebnce file is just patched at the end, seriously why can't we just run the reference file comparison once the reference files are updated, instead of having to run the entire CI test again ?
