ATR-23250: Protection against duplicate and redundant naming in chain names

Protection against duplicate and redundant naming in chain names, as described on the jiras (ATR-23250):

  • Repeated expression in chain name (one fix in LS2_v1 already, in b-jet chain, tagging @cpollard and @dguest for info)
  • Redundant expression: which are specified already by the default dictionary; here I only put a warning as there are a few cases for jets (0eta320), tag to @khoo, @cantel, @ayana for advice on how to handle this, if this should be fixed with this MR, please let me know.
  • HLT_HLT_ prefix in chain name
