TRTStrawStatusSummaryTool cost is a majority of the electron PID. ATR-24419, ATR-25315

The optimization is enabled only for the main trigger instance. It brings down the overall time of the test_trig_mc_v1Dev_build from 15m29s to 11m39s The effect on data tests is small - not obvious why but it is consistent with observations from the P1 cost monitoring that the TRT related cost is small in data tests.
