New isolation CA

Jean-Baptiste De Vivie De Regie requested to merge ATLAS-EGamma/athena:newIsolationCA into master

This MR is to try to run isolation for electrons, photons, and muons with CA configuration in RecoSteering. There is also a small fix for jets (from @delsart)
