More changes to attempt to harmonise CA and old-style configuration, primarily for Muons

Cleanup of a few mistakes (some in old-style)

More changes to match old-style configuration

This reduces the differences exposed by confTool --diff from ~220k to ~160k (many are false positives).

This also makes the Reco_steering closer to working for MuonCombined. One remaining problem is :

MuonCombinedInDetCandidateAlg                          0     0   FATAL Failed to retrieve InDetForwardTrackParticles

So I think something is missing on the InDetConfig side
