Fix MR clash count change in HLT_mu4_L1MU3V

Count change due to MR interference

(expected !48857 (merged) and !48779 (merged))

There is another issue with the Trigger Menu unit test too.

This MR and !48997 (merged) will both need to be merged to fix the CI.

(Or this change could be applied also on the !48997 (merged) branch, that would be fine too)
