Clean-up of obsolete TGCcabling package

In order to avoid any confusion, this MR removes the TGCcabling package which is too obsolete and never used. The correct package is MuonTGC_Cabling. The obsolete package has remained just for historical reasons so far.

Also corrupted option file for TrigT1TGC is also removed. The current option settings are handled by different files.
