PyUtils: Do not add an empty AMITag to /TagInfo ATLASSIM-5568

Frank Berghaus requested to merge berghaus/athena:PyUtils_do_not_add_empty_AMITag_string into master

Check that the AMITag sting is not empty before updating the /TagInfo value. If the string is empty, do not add it.
