Add hardcoded trigger lists to 21.2

Jon Burr requested to merge jburr/athena:TrigMatchingExtraTriggers into 21.2

A while back (!47188 (merged)) we added some hardcoded Run2 triggers that were missed by the API but used by analyses to the DF-level trigger matching in release 22. This just adds the same lists into release 21.2.
