Updates to improve CA-based configuration compatibility with the AthSimulation project

This merge request fixes some (but not all) of the issues highlighted in ATLASSIM-5582 seen when attempting to use the new-style configuration of the ISF in AthSimulation nightlies.

It also cleans-up the CA-based TileCalculator configuration.

Further fixes for ATLASSIM-5582 will go into !49634 (closed).
