Clean up Fatras TrackingGeometrySvc configuration

Simulation with FastCaloSimV2 and/or Fatras is now the main (only most likely) client of the TrackingGeometrySvc. This merge request cleans up the CA-based configuration of the TrackingGeometrySvc so that unnecessary conditions information is not loaded in simulation jobs.
