TCT: Removing unneeded tests: PhysVal in q221 and duplicated mc20e tests

This MR removes the following TCT tests:

• PhysVal tests in q221 - as discussed in ATLASRECTS-6772
• test_mc20e.sh - since it is almost identical with test_mc20e_Run2Reprocessing.sh
