added TightTTVALooseCone to isolationFlavour checks

Adding the TightTTVALooseCone variable (used for the newer isolation-WPs to isolationFlavour checks of the IsolationCloseByCorrectionTool. Also the related test-executable for the CloseByTool in utils has been updated for Rel. 22 (similarly to this MR).
