update of L1Muon new JO file

Masato Aoki requested to merge masato/athena:master-masato_NewStyleConfig into master

Updating the new-style JO for the level-1 muon trigger simulation (ATR-24801). This will also become the default for both data and MC, and both Run2 and Run3 geometries.
