ATR-24837 -- HLT chains with Phase-I L1Calo MET

Duplicates XE items to jXE, with a handful of gXE chains.

Notes: @mmontell, I removed the g35_loose_3j25 TLA chains as the g35_tight selection is needed to keep tracking rates under control. @dzanzi, we have a few L1 combined chains (L1_2jJ90_jXE90, L1_MU14FCH_jXE70) that have not been defined. I suppose we save these to be activated when the Phase-I commissioning is done.
