adding custom getter in the FlavorTagDiscriminants package

This MR is adding a custom getter for the variable log_z0RelativeToBeamspotUncertainty within the package PhysicsAnalysis/JetTagging/FlavorTagDiscriminants. This variable is required for the usage of neural networks for b-tagging.

This implementation was tested within the training-dataset-dumpster following @dguest suggestion.
