Update TrigJetMonitoring with updated Phase I thresholds (ATR-24491)

Updating algorithm in TrigJetMonitorAlgorithm that makes Phase-I copies of the current jet chains being monitored, but now mapping the Legacy thresholds to the updated Phase I thresholds (following !49558 (merged))
