Remove un-needed link dependencies from LArG4Code

The LArG4CodeEnums dictionary only exports enums defined in a single header. It therefore does not depend on, or need linking to, the package library or any other packages/externals.

Remove un-needed include directories and link libraries from creation of LArG4CodeEnums dictionary.
