Add initial Run 3 workflow tests, only enable simulation

Add initial Run 3 workflow tests:

  • full simulation (s3760, added to AthSimulation CI tests with 10 events)
  • MC reco w/o pile-up and w/ Run 3 trigger (q445, to be added to Athena CI tests with 25 events)
  • MC reco w/o pile-up and trigger with CA-based config (q445, to be added to Athena CI tests with 5 events)
