AthenaPoolCnvSvc: Fix SW server getting stuck in the legacy mode

Alaettin Serhan Mete requested to merge amete/athena:master-sw-debug-legacy into master

Use the newly introduced anyActiveClients flag only in the new SW mode to decide whether we should keep looping. This fixes the server getting stuck in the legacy mode.
