new methods added

Mikhail Mineev requested to merge mmineev/athena:22.0-mvg-02 into master

New features:

  • new methods added to get the IOV number and to select IOVs for a given time interval,
  • the methods to store the IOVs with payloads in the batch mode are rewritten,
  • CREST Server error (warning) message parsing was updated.
  • bugs are fixed in the methods: createGlobalTagFs(nlohmann::json& js) createGlobalTagMapFs(nlohmann::json& js)
