Don't actually run the test if option -t is requested

Some tests time out - not sure why, possibly just because the configured timeout is too short but since we don't actually care about these tests, then just modify the flags so that the jobs return immediately. If we really want to run this, can set a flag in the test itself so that the test dry run actually runs

Hopefully will circumvent ATR-25013 from ever happening again, if this was indeed the cause
