Fix LumiCondDataKeyForTRTMuScaling config

This MR fixes the CA config of LumiCondDataKeyForTRTMuScaling. The old config relies on the useMuForTRTErrorScaling InDetFlag here, set to True for the standard reco here. As separate trigger configs are set up, this flag is not ported to the new config.
