Adjust binning of online histograms for HLT framework

Adjusting some histogram ranges based on experience, to make them more useful for online monitoring both at P1 and in offline tests / reprocessings.

For histograms with dynamically extended label bins, change the initial binning from (1,0,1) to larger, in order to avoid frequent rebinning which may incur threading problems (suggested by @fwinkl).

Would be great to merge today (28/02) for the next P1 release.
