Using design class to evaluate sinStereoLocal

Self-explanatory title. It requires the implementation of the sinStripAngleReco in the design class. It is already implemented for the SiDetectorDesign and StripStereoAnnulusDesign. Specific implementation is needed for the SCT_ForwardModuleSideDesign to preserve the ID behaviour.

This fixes the issue seen in the evaluation of the covariance matrix for the ITk Strip endcap. The issue was described in https://indico.cern.ch/event/1132439/#2-22219-comparison-for-rdo-clu (page 23).

Below the comparison between what is obtained including the changes proposed in this MR and 21.9.
